1997 accord heater and controls won't shut off even when ignition is off
I have pulled the #8 fuse and have removed the blower motor relay. With the #8 fuse pulled I can still turn on the fan and the heater controls still have power to them. With the motor relay pulled I still have power to my controls but the fan does not run. Any ideas?

Fuse 8 powers the mode control motor which selects vents, not the blower motor. Blower is powered through fuse 17 (under hood).
If you have power to the heater controls, w/ ignition switch off, the problem is likely a faulty ignition switch (a common problem on Hondas). You could check for power to fuse 8 contacts w/ fuse removed to confirm that switch is not disabling power when off.
Blower is always hot (ignition off or on) and enabled through fuse 8 providing power to the blower relay. Blower is enabled by blower speed setting switch. You should be able to disable blower, even if ignition switch is providing power when off.
