1997 accord starter issues please help!!

ok everyone this is a 1997 honda accord se 4cyl automatic 4 door i checked for voltage at the starter with a fluke meter and have no voltage i checked the netural park switch and i have no voltage in or out i checked the under dash fuse and it is good i checked the ign switch and it is good
that is what i did today i also looked under the passenger seat for a securty box like ive read about and there is one but it says honda abs i went to the bone yard today and there was 15 accords there and not one of them had this box under the seat im lost with this car

i will take it out in the morning and look it over i looked online about disabling the factory security system and every thing i found about disabling it has already been done by the previous owner only thing i can think of with this car is when the battery cable was loose it woke this system back up i would like to remove the security system all together. but right now i just want the car to start with the key 6 months ago i put a new head gasket 4 tires new hoses and a radiator in the last 2 weeks i have installed a new clock spring driver side airbag srs computer passenger side airbag timing belt water pump cam seal crank seal balance belt balance shaft seal temp sensor valve cover gasket battery front and rear brakes distributor o ring ign switch main relay and netural park safty switch some heater hoses and oil pan gasket im trying to get the car back to 100% and then this happens

BUMP.. updates?!? I have the same issues with my 97.. help would be nice!!

Its been 8 years for this thread, & he hasn't posted anything since 2015. So I think you'll have to start from the beginning and troubleshoot.
Does the starter spin the engine & it just doesn't fire up? What is it doing exactly?
Does your car have an aftermarket security system?
Is yours automatic or manual transmission?
I'd suggest you answer these questions in a new thread here in General Tech. Especially if any details are different from Dwyane82's issues.
