1997 Honda Accord SE possible fuel problem?
Hello! I have a 1997 Honda Accord SE that needed a tune up, so I replaced the plugs, wires, engine air filter, and the fuel filter that's in the engine bay. Before the tune up, whenever the fuel gauge would show it at about a quarter of a tank, it would sputter, which is why I replaced the filter. All of this has been replaced with no problems. No sensors were unplugged. Now, the car struggled to crank and start for the initial start up. It would run for a minute and then shut off. Now, it will at least run, but more often than not, the car once put into reverse or drive, will stall out. This is my first time replacing a fuel filter on an Accord. The history for this car is: bought it at around 130k miles and did a tune up. At about 180k miles, the head gasket blew, so I removed the head and gave it a good cleaning and checked all parts (everything was good). Got the recommended head gasket, timing belt kit, and water pump. Had no issues with any of that. Now the car has over 200k miles, and I'm experimenting this issue. Has anyone had any issues with this after replacing the fuel filter before? There are no leaks, either. Thanks in advance!
Edit: The car when driving will have some strange things happening to the gauge cluster while driving. Check engine light will flash on and off and the RPM gauge will go from 1k to 3k but the car's acceleration doesn't reflect what the RPMs read.

Car is at idle, running super rough. This is what the dash looks like (the CEL flashes on and off, so i cant read the code). The only dorr that was open, was the driver front. The D4 light will illuminate while the P light stays on (which is should, because the car is in park). We thought it was the ECU, and changed it out twice, with no improvement.
Problem has been solved. It was a loose ground wire. The sign was when the OBD-II code reader was plugged in, the car ran fine. After some research, he discovered thats usually a sign of a loose ground wire and checked around the fuel filter we replaced and sure enough.... Loose ground wire close by. Thanks!
