1999 Accord compressor won't turn off

I read 12v at 1 to ground, 4 to ground, 1 to 2, and 4 to 2.
I read 0V at 4 to 3 and 3 to ground.
I have continutity between 2 and compressor along with 3 and PCM A17.
The relay tests good.

I'm guessing whatever the issue here is, it was a few things, because replacing the wires stopped the compressor from always being on (even if it just made it never be on!) I'm starting to suspect the PCM again.

The condenser fan isn't turning on when I hit the A/C button, not sure if it's supposed to if things are cold.

Is Pin 3 on the fuse box open to ground when all of the connectors on the ECU are plugged in?

PAhonda, if you're ever in CT, or on my way to Somerset, a beer is on me!

So now that the compressor wasn't always on I tried to think about what makes the compressor not start, and the first thing I thought of was the pressure switch. I just had the system charged, but since the compressor was always on I wonder if it didn't get charged properly. I jumped it and the compressor clicked on. When I turned the a/c off, the compressor clicked off. I hooked up a can of R134 and put a little in. I removed the jumper and it now cycles. So it was a short somewhere between the PCM and the relay box. I am surprised that the A/C cycles on and off when it's in full auto mode and the heat is on (it's in the 40's here and I have it set to 69) but if I hit a/c off it stays off.

I'm glad that you got the electrical part of the compressor clutch figured out.

If the system was just charged, you may not be out of the woods yet with the a/c system.

The system is charged with the compressor turned on, so it should have been fully charged with the compressor engaged the whole time. I'm not sure, but the a/c system should stay turned with your heat turned on.

I would take your car back to the place that charged it and have them recharge the system plus add some dye. You may have a leak somewhere.

At least its winter time and not 90+ and humid right now.

I thought that I might be moving to New Haven, CT for a job, but I didn't get an offer from that company. Its been a while, but I used to go to Somerset, PA a lot for skiing at seven springs when I lived in PA.
