1999 honda accord auto reads "d4" wont start

Default 1999 honda accord auto reads "d4" wont start

I have a 1999 Honda Accord EX v6 it has 207k miles. When I put my key in the ignition and move it to "position II" it reads that the car is in gear "d4" when the car is in park or "P". When i try to start it, it makes no noise. I have replaced the starter and the battery and it still does the same thing. I have crawled under and made sure that my shift linkage cable was in tact and it still moves freely and it was. I can move my shifter freely but it just still thinks that it is in "d4", I have a check engine light on but i cannot get to a shop to get it read because the car will not turn over whatsoever. I am thinking it is possibly my Neutral Safety switch, didn't know how expensive that was or if i was going in the wrong direction to try to fix problem.

The Neutral Safety switch is part of the transmission range switch. There was a recent post about this replacement, however I could not find w/ search.

Attached is replacement procedure.
