2.3 ULEV unknown part
Can anyone tell me what this hose is? and if it should be connected to anything?

It doesn't seem to be a vacuum line, at least it's not doing anything when the engine is running.

They pointing upward to let the air out when you are filling the fluid, also releases the pressure of the moving parts, it they vent it down then the fluid will come out all the time and also it will take in water when you drive through a puddle of water. Even a manual transmission has a vent pointing up :-)

OK so it's an air vent for the Auto trans, when fluid is added to the trans. (lower down) this vent allows the fluid to fill the trans to correct level without, (excuse me) burping?
Doesn't need to be connected to anything. So there is nothing wrong I guess.
Maybe I should turn it around so it points UP.

It hooks over & points down at the end so that dirt doesn't fall into the open end of the hose. Fluid won't pour out because it connects to the top of the transmission case.
Pretty much everything has to have a vent. Engine crankcase vents through the PCV system. Manual trans vents are usually much smaller & have a vented cap that kinda looks like a rubber cap stuck onto the top of a metal pipe. Look closely and it'll have a vent hole - the rubber cap doesn't seal.
Battery has vents. Brake fluid reservoir cap has a tiny vent hole. Those are all needed to allow the air inside to expand with temperature.
