Default 2000 honda accord crank, no start

I just bought a 2000 honda accord ex v6 3.0l j30a1
the engine turns over but won't start. I checked the fuel system and everything checked out there. I then called a mechanic and he said it sounded like a timing issue.
So i started troubleshooting the timing system and when i checked the camshaft position sensor, the connector that goes to the sensor connector was only reading .45 volts. I was told those volts should read close to 5 volts.
So i found an issue with the main ignition fuse located on the passenger side firewall. Fixed that issue. Disconnected all 4 connectors from the ecm located under the center dash under the carpet of the passenger side floor. Re connected connector 1 3 and 4 and I was getting 5volts from the pins that send power to the camshaft sensor. But when I plug in connector 2, the camshaft sensor volts drop back down to below 1volt.
Now I'm pretty sure this is because of a short some where in the wiring from connector 2, but I need help Locating which loom that's causing this short. If someone out there can please help me with a wiring diagram and/or an expected voltage input/output list, that would be very helpful in locating my problem. I have no idea which looms are inputs or grounds or outputs. I ordered a haynes manual and there was nothing in there about this. Can someone please help point me in the right direction. Thank you.

Which wire are you measuring 0.45V on the cam sensor? Is this with the sensor plugged in and back-probing, or with the sensor unplugged and just testing on the connector?

Also, have you scanned the car for any codes?

When everything is plugged in, I'm reading .45v from the ecm through the loom going to the cam sensor. But when I disconnect the second ecm connector, that's when I get 5v coming outfrom the ecm, which is the correct reading.
I did run the codes and I am getting p0118, p0113, p1259 and p0758.

I'm still not exactly sure where you are putting your volt meter leads with everything plugged in, so I'm not sure what you are measuring. The 0.45V may be correct if the the sensor has esistance and current is flowing. You could also have a sensor on connector B that is shorted and pulling down the 5V reference signal from the PCM.

Your codes are for intake air temp sensor high voltage, engine coolant temp sensor high voltage, vtec malfunction, and transmission shift solenoid B.

I'd probably unplug each of those sensors and use your volt meter to read the reference voltage on each sensor. Try the same thing on the cam sensor you are testing.

Right from the ecm. So my ecm is a motorola 13529801. It has 4 connections. From left to right its 1 gray, 2 gray, 3 blue, 4 gray. When everything is connected, I'm connecting my volt meter to the loom off the connector. You can barely see the little metal connector but I can push and enough to get contact for a reading. But when everything is connected, I'm getting that low volt reading on connectors 3 and 4. But when I unplug connector 2, that's when I get the proper voltage across connector 3 and 4. So it seems like the wires that are connected to connector 2 are shorted out somewhere and are causing that huge drop in power across the system.
another issue I ran into yesterday, I tried to do another obd readingread I'm not getting 12v constant from pin 16 from the plug. I'm only reading 4.8v. So I can't even get a reading from my obd anymore.
