2000 Honda Accord wont shift out of park and brake lights don't work and one blinker
I'd disconnect the electrical connector to the lighter, then see if you stop blowing that fuse. If the fuse doesn't blow, then the lighter is the culprit.
For the horns, unplug the electrical connector to both horns. They are located in the front bumper area. Press the horn with both unplugged to see if the fuse blows.

Got the horn completely disconnected and the fuse is not blowing anymore and I'm able to shift out of park so does that mean the horn is causing it.
I think there are 2 horn speakers near the front bumper. If you only disconnected one, then replace that horn, as it is the cause of your short. If you disconnected both, then you can try plugging in one, then see if the fuse blows. Repeat with only the other speaker plugged in just to verify if you have 1 or 2 shorted horns.
As for the lighter, then something other than lighter part you unplugged is shorted. It could be the wiring near the lighter, so inspect when you go to replace. You will have to start by unplugging all items protected by that fuse, then see which component causes the fuse to blow when you plug it in.

As fas as the lighter and radio are on the same fuse. I took the lighter out and tried the a new fuse for them and it blew. So that might have something to do with the radio.
sores the horn issue if I get a new horn should that stop the issue with the brake fuse blowing.
Double check the horn wiring, as it might be pinched somewhere along it's path and causing the fuse to blow first.
