2003 Accord Idle Problem
Having a problem with idle right now. Its seems to be a problem with either the idle sensor or idle control valve. Anyone got any ideas? The first start up I was not on the gas at all. Second time I gave it gas at start up and then let go and thats when the engine died. New battery and plenty of juice in the tank. Had a few times in the past where the car would idle really low around 500 RPM and lower.

IACV looks like a big culprit. There are a few options here. Start with whichever is easiest.
Try resetting the ecu, disconnecting the iacv wire and then turning the idle screw in the throttle body so allow more air through. From there you can start the engine and adjust the screw until the idle is at 500 rpm (if the procedure is the same as the 5th and 6th gens). After that you can plug in the IACV connector and the ecu will learn the new idle.
You can also test voltage to the sensor to see if its being opened. Backprobe the connector with a multimeter and check to see if the voltage is within spec.
And probably the quickest thing you can do is take some carb cleaner to the valve and throttle body plate and clean it all out. It could just be clogged up with carbon.

Starting in 2003 the idle procedure is not the same as before.
I don't have that Helm book any more, but it really didn't give any more detail than saying to use Honda HDS tool for setting the idle.
I also think the ECU reset is done using the HDS. Sounds like they started using non-volatile memory because it won't fully reset by pulling the battery cable.
