Default 2006 Honda Accord DRL Relay module

The DRL warning light is on in my 2006 Honda Accord. The daytime running lights nor the high beams are working. Both headlight bulb filaments are intact. I've checked fuse #'s 3 and 5 in the interior fuse box. They are fine. This started when I took my car in for an oil change and as soon as I started it up, after the oil change, the DRL warning light was on and I had no DRL or high beams. I'm thinking I need to change the relay module? Help! I'm not exactly sure where it's located and I'm not sure what part number I need. Any other help advice on how I can remedy this problem?

The fuses to check are the no. 3 and 5 fuse in the under-hood fuse box, not the interior fuse box.

The relays are part of the relay control module, which is built into the under-hood fuse/relay box. But, don't just replace a part without testing.
