2007 Honda Accord dash/lights/car shutt off at low speeds
My wife has a 2007 Honda Accord EX 4cyl. It has been having some major issues lately. So far I have replaced the Battery and the fuse box(in order to replace the ELD-Electronic Load Detector). But the problem percists. It is especially bad if it is raining out.
When you are at low speeds (under 20) or at a stop the radio will turn off and on, but will not resett as it does when you unplug the battery.
Sometimes the Radio and Dash will turn off and on, like you quickly turn a lightswitch off and on.
The lights will periodically flicker or turn off and on, and sometimes all of this happens at once to include teh motor shutting off and then on. It happens in the course of a second so its like nothing happens when the power is restored.

Pull the carpet back a little on the passenger side to see if there is water there that may be getting on the ECM/PCM (car's computer) wiring as well as other wiring. It may be that the AC drain hose is clogged and coming into the interior. Many people turn on the A/C during cold and/or rain to help dehumidify the car and defog the windows. In worst case scenarios, the ECM/PCM gets damaged.

But, your problem could also be somewhere near the driver's side interior fuse box. The driver's multiplex integrated control unit is incorporated into this fuse box.
There was a recall for some 2005 Accord related to the fuse box for a no start or stalling issue.
