Default 2007 Honda Accord hot plastic by my feet ???

2007 Honda Accord 3.0 dual climate control with navigation there is some plastic down by my feet bottom the center console under the dash that is hot all the time.

I checked both blend door actuators drivers and passenger side are working fine (replaced the drivers side for a different issue)

When turn on the air conditioning and the heat it works fine still hot plastic at my feet ??

Even when I turn down the temp all the way down,

What can this be ??

What plastic is getting hot? Did this start happening after you replaced the driver's actuator for the other issue? What was the other issue?

Is there an issue with the exhaust system, maybe bent and touching the floor pan or a missing heat shield or two?

Right under the center council to the right of my right foot, plastic is getting hot.

Its not the exhaust system

Not sure if this can play out like older Accords, but maybe it's something for you to check. In addition to the air-blend doors, there is a water valve that shuts off the flow of hot water. If that's not closing, then hot water comes in through a hose right there next to your right foot. Warm plastic is OK while you're running the heater so you don't notice it during the winter.

Older ones have a cable-operated valve in the engine compartment near the firewall. For 2007 it looks like that valve is inside, way forward close to the firewall. I don't know how easy you can get a look at it. There seems to be a cable that operates the valve, so maybe that cable is broken or disconnected.
