Did you check battery condition and state of charge?

You state the tach pegged, I can only assume that the true engine rpms matched. Or did the tach peg and just bad idle.

Tach- If memory serves me right, the tach is driven from a blue wire off the coil, you stated it has been replaced but please check. There is an online manual you can download (see DIY section for links).
Engine Perf - If the O2 is bad/setting code, test and replace if bad.
Last suggestion, while down loading and reading the test procedures, put the battery on the charge and make sure it has 12.5v.
