91 accord wheel question

Remove a front wheel. Looking alongside the rotor, AFT of the axle line, there's a rod sticking out from the steering rack, connecting to the knuckle. THAT is the tie rod, shown on the left of this picture.



On SOME cars, the tie-rod (#7) is long, & the balljoint end is quite short. That's the reason for the term tie-rod-END. Since the tie-rod-end is so long in your car, you don't really see much of the tie-rod #7. It's very common slang to use "tie-rod" or "tie-rod-end" interchangeably.
