Default '91 accord wouldn't start in the cold temp

This morning my accord would hardly crank and never started. It was around 4 degrees Fahrenheit. It has cranked slowly in the cold before but always started with no issue. After a few attempts at starting all I get now is a rapid clicking like there's a battery or starter issue. The battery was putting out slightly less than 12 volts and some electronic components were slow to work (automatic seatbelt, radio, dash lights, etc). What could the problem be?

A battery should hold about 12.6V. When you try to put a load on the battery, the voltage should be over 9.

I would test the battery or check the connections.
