92 Accord EX Bogging Issues

Angry 92 Accord EX Bogging Issues

I am still racking my brain on this bogging issue. To date I have:
  1. Cleaned the EGR ports including those under the EGR valve - what fun.
  2. Cleaned up EGR and tested operation (off vehicle) with my shop vac. Plunger worked fine.
  3. Ran tests on the EGR system per Haynes manual.
    1. No vacuum on hose 16 at idle.
    2. Battery voltage good at black/yellow wire on control box plug.
    3. Applied power to harness directly from battery and got a 4 in/vac pull on my vacuum gauge - so EGR vacuum solenoid should be good. Not sure if this is within spec, since none were stated.
    4. Applied vacuum directly to EGR valve and killed the car. Unfortunately, I do not have an appropriate vacuum puller, but I know my shop vac will kill it.
  4. Replaced rotor and cap.
  5. Cracked open master relay and fixed cracked soldering.
I am at loss at this point, even after all my searching and reading. Not sure if I should take a somewhat costly risk and just replace the EGR valve in hope that solves it. Any help would be greatly appreciated.

Does this happen all the time, even from a cold start.

The plugs are?
