If you have a multimeter, test the resistance on the NM speed sensor. As stated in the link above, it should be within 400 - 600 ohms at 20 degrees C/ 68 degrees F. If not within spec. to replace.
If within spec., unplug harness at TCU, then check for a possible short to ground (i.e., the wiring, etc.).
