94 Accord Won't Start Clicking Noise Under Dash

This is a video I took of my 1994 honda accord.
What happened was:
The car was running alright, but it was idling low as hell. I took the IACV valve and throttle body off and cleaned it. I reattached it, and no dice. I took off the manifold gasket, and noticed oil in the spark plug seals. I replaced all the spark plugs, and gapped them @ .44. I replaced the head gasket seal, and put everything back on. The car started, and ran erratically. I had to have it towed back to my house, because it wouldn't start up again.
I just got a brand new battery, and there is plenty of power to the car to start it.
Now I am trying to start the car, and this is what happens. There's a noise you can hear in the video, thats coming from the driver floorboard directly underneath the steering column. The car attempts to bu tjust won't start.
Can you help me, Honda Accord Enthusiasts?

Do you have a volt meter? Since I didn't see the CEL go off,,,,,looks like it might be the main relay, hard to tell and NEVER replace a part without testing. Key to on, does the cel come on for ~3 seconds and go off?
