No The cel stays on No blinking, also it don't go out after bulb check.

The CEL staying on, but not giving any codes means something is up with the wiring or the ECU is bad.

You can get a 94 accord shop manual for free as a pdf. The common diy thread on top of the gen tech help forum has a link to the online shop manuals thread. Page 11-27 has the diagnostic path for you to test.

Odds are likely that your ECU is bad. The 5th generation accords had pretty solid ECUs, so getting an ECU for cheap at a u-pull-it yard is worth the risk. Make sure you get the ECU from a 94/95, manual transmission, EX accord. I'm not sure if the coupe/sedan is important. You can look up part numbers on sites like hondapartsnow.com to find out what donor vehicles will have the same part number.

UPDATE: First of all I would like to thank all the replies to this post.
My cel light was not working properly because someone didn't want it to,
Someone scratched the trace on the circuit board so the cel light would not light, then they ran a jumper wire from oil light to cel light so if the oil light was on so was the cel light.
Good news is my ECM is OK, with all the stuff found fixed I now have a working CEL light.

And I have codes Code 9 and 22
I just have to track them down to see whats the issue.

I just can not believe the lengths someone went to just to hide the fact the CEL light was on.

Wow. I would have never guessed that someone went to those lengths to hide a CEL. I'm glad you found the problem. Hopefully you can now resolve the 2 issues.

One code is for a sensor in the distributor.

The other code is with the vtec oil pressure switch.

Both problems can be from the sensor, the wiring, or the ECU. Just make sure to test before you replace parts.

Why not just take the light out and that would be a bit much also

Not sure if you fixed the low fuel light, but that isn't based on the float. But instead a thermistor which causes the light to fade on after a certain point. It's one of the most inane things but both my 94 and 95 ex wagon are like that. I get around 25-27 mpg, so a little after 400 miles usually for me the light comes on for me
