Default 94 Honda Accord wagon cranks but will not start until tick in dash.

Long title but necessary. I have a 94 Honda wagon. It will not crack. You must turn key to on and wait to hear a tick in dash. Car is now ready to start. After starting it will continue to start until cold. Then back to the beginning waiting for the tick. Changed out main fuel pump relay switch, did not help. Plugs and wires have been changed but not the problem. Turns over but sounds as if no fire. You have to wait for the tick.
