94 Honda EX Issue
I've also had a flaky turn signal on my 94EX. RH turn signal will fail to work when cold, but if held "just so"; partially on it will slowly begin to work. Time to start working when switched gradually reduces until normal. Works well once car is fully warmed. LH works fine. I removed turn signal switch assy to look for dirty, corroded contact but could not access contacts.
Something similar happens to rear brake light warning system. Indicates a fault when very cold (20-40F, cold for Houston). Weak relay probably, but goes away when warmed and brake lights are working.

Still don't have any answers yet guys I just found out how much an idle air control valve costs ouch!!! I don't have much time to check all the things possibly wrong I'm working 6 day weeks so I'm just a tad but frustrated and can't seem to even find a shop who can tell me anything starting to feel like I seriously bought a lemon what a day
Take a look at the wiring and electrical connector to the valve for any damage.
I agree with JimBlake that IACVs don't fail too often. You may want to pick one up from a junkyard or u-pull-it yard for pretty cheap if cleaning the current valve does not fix the problem. I think the IACV from the 94-97 EXs are the same (LX/DX uses a different part number).
Since you will have the IACV unplugged, check that the yel/blk wire has 12V to ground when the key is in the II position with a volt meter.
The 94 accord is OBD1, so what code did your dad read and what scanner did he use? You may want to check using the method I mentioned in an earlier post to verify you read the proper code.

Hey PAhonda all wiring to the valve in good shape but boy is it dirty I took picks of it and I can't seem to figure out how to upload them to show you guys, what cleaner so you guys use my dads fresh out of carb cleaner and the stores on my neck of the woods are closing or closed. As for his scanner is a snap on tools scanner and he's not near me to ask him what code it gave. While I been under the hood I took the plugs and wires out and they were brand spanking new with a new distributor
Just to be thorough, try the test on this link. All you need is a thin paperclip or wire. It takes only a few minutes to try.

will do my friend I'm printing this out as I type..lol question my dad has a volt tester and the old school tester that's like a screwdriver with a light bulb in it with an alligator clip. can either of those be used to test this IAC valve
heres a few pics of the car and that IAC that looks like it needs a serious cleaning... and PAhonda have a question for you, another mechanic touched this car (not my dad or myself) and he noticed how low it idled and adjusted the screw on the throttle and I read where you posted about setting the base Idle because what he did also may have confused the computer so when I clean this IAC and reinstall and have to reset the ecu, how to I adjust it back to a base setting after this guy adjusting what he thought was a low idle issue? I guess I'm asking where is a good starting point to set this from?
