95 Accord LX 2.2 (Idle drops way too much when cooling fan kicks in)
TX-Ok, as with everyone else-trying to find the source of what is gounding the red/blu wire when it should not be.
In post 16 you jump Thermo A on t-stat housing and only the "right" fan came on. First, is this the right/pass side fan-known as cooling fan- or was it the left/drivers side fan-known as condensor fan.
EDIT: Might see if you car has had this repair/recall done?? Again looking for any ideas, this came to me a few minutes ago:
Honda Motor Co., Ltd. has decided that a defect which relates to motor vehicle safety exists in certain 1995 - 97 Accords. The factory-installed air conditioner wire harness in certain 1995 - 97 Accords may have been improperly routed, allowing some wires to rub against each other. Eventually, the insulation covering the wires may wear through and possibly cause a short circuit. This problem is usually detected by a blown fuse, a dead battery, or a malfunction of the air conditioner. A short circuit could also cause the under-hood wiring to overheat and smoke. In the worst case, a short circuit could cause a fire in the engine compartment.

Register you car with Honda America, owners link I think. Or you can call the dealer and they can look it up by the VIN, just not sure if they are open today. My 95 EX has had the SRS recall done but not this ac wiring....again trying to find why there is ground on that wire when it is running and thermo A is jumped (post 21)????
Did you see my link above? All I did was copy and paste the whole notice you posted in a google search and I found the service bulletin and how to fix it. Here it is again if you need it. Powered by Google Docs
Im going out to look at my car now. (fingers and toes crossed) Also to answer your question about wich fan ran when I jumpered the plug it was only the cooling fan. (passenger side)

Texas. The red/blue is open with key off and in pos 1. Then its closed in pos 2 and car running
I know what I would do.
I am all about the simple solutions.
Run a toggle switch from in the car to the a/c clutch. (keeping the circuit open)
That way you can keep the switch in the off position unless you need the a/c on.
Then you only have to deal with this problem when you use the a/c.
There, depending on where you live, you now have no problems 75% of the time.
That would work for me.

Sounds like there is a short in the wire somewhere. When the green wire to the Cond fan relay is grounding so is the red/blu on the ac clutch relay. Hate to ask but see if there is continuity between those two.
Which fan came one when you jumped thermo a (green connector on t-stat)?
So, once you turn the key on, pos II, there is continuity between the green wire on cond fan relay and the red/blu wire on ac compr relay....but with the key in the same pos, and you jump thermo a, only one fan (right/pass) runs.
