Seeing you have the valve cover off you may as well take the plastic T/B cover off, the top one that is. Like PA says, the key could be broken or if it's like mine, the end of the cam where the bolt goes in may have desintegrated. You'd see the pulley spin but not the cam. Bad news. I replaced the head on ours. Good luck.
