95' Honda Accord LX 2.2L Speedometer problem...

Default 95' Honda Accord LX 2.2L Speedometer problem...

I have searched on Google, and searched and searched. i am getting conflicting stories everywhere about this issue.

i am sure people on this forum have heard that when the speedometer stops working on this model Honda (it's hapening to my friends car, and it happened to my others friends car years ago.) The speedometer works on and off jumps all around, and usually gets stuck at 20MPH.

Now what is causing this???

The Gauge cluster chip?
The speed sensor on the Tranny?
There is NO ABS on this car.

I used my phone Speedometer to get up to desired speed and tried the cruise control on my friends car, it shuts right off.

So would that be indicative on the sensor itself, or what? If I were to test the sensor itself with a electrical gauge monitor thing, I forgot what they are called, brain fart right now. What should the electrical resistance be?

What else can I check, and how would I know?

Is the odometer broken as well? Usually a good sign that the cluster itself that is broken; which is a pretty common problem in 94-97 Accords.
