i have read quite a bit on here and it seems like a common problem, but i never could find exactly how to trouble shoot this issue on a 95 accord.

how do i find out if it is a bad dimmer or the multiplex? i just put all new bulbs in so they are good and so are the fuses.

so after you put all new bulbs and checked all the fuses???did you check both fuse boxes?
You have one under the hood passenger side and one on the driver side left foot kick panel,

 

Use a small screwdriver and pop out the dimmer switch. Check that the red/blk wire has 12V to ground with a volt meter with the ignition switch in the II position.

Then turn off ignition switch. Use a piece of wire to jump the red wire to the black wire. Turn ignition switch to the II position. See if the lights turn on to high.

 

i replaced the dimmer and the dimmer does have 12v on the red/black wire. i jumped the 2 wires out with a paper clip but it got hot so i removed it.

any other ideas?

 

What is the voltage on the red wire as well?

Did you jump the red wire to the black, or the red/blk wire to the blk? Just want to make sure you did it properly.
