Its pretty straight forward. Pull back carpet. Unbolt plate that holds the ECU and TCU. Unplug ECU. Unbolt original ECU. Installation is the reverse.

Wear gloves. There are some sharp edges on the ECU/TCU cover. You'll need a deep 10mm socket to reach the nuts on the studs. A ratchet w/ 6" extension works well. Connectors can be difficult to pinch/release. Persistence is necessary.

Swapping out the ECU fixed it. I want to thank you all for your help. Hopefully this thread will help others in the future.

I inspected my old ECU and I was able to find at least one blown capacitor, but was hard to spot.

These boards appear repairable, but it is diffcult. They are dipped to apply a fairly thick coating of clear varnish, probably polyurethane. This makes desoldering and cleaning very difficult. I performed a repair on my 94EX Accord ECU, but never tried it out afterward. There are surface-mount resistors (very tiny) that will fall off if solder is heated.
