98 accord 5 spd issues. HELP 2.3 cyl

Angry 98 accord 5 spd issues. HELP 2.3 cyl
car ran okay until last rainfall. Did not want to start. Now it starts and idles fine but will overheat if let sit. Running itstays normal temperature wise but there is a huge lack of power through all gears.

Did both radiator fans turn on when the temperature gauge started to rise? Do both fans turn on when you turn on the a/c?

How long was the car overheating?
