98 Accord LX seatback wont lock in up position

Default 98 Accord LX seatback wont lock in up position
I have a 98 Accord LX and for some reason when you go to adjust the seatback it wont lock in a full upright position. I have pulled the seat out and can't see anything wrong. Is there a way to adjust the seatback poistion or the locking device, or am I on the search for a new seat?

I've seen a couple with the recliner teeth stripped off. The recliner assembly can be replaced seperately.
