Default 98 accord not starting

Ok let me tell you what transpired before I got the car. The car is a 1998 accord special edition 4 cly F22 engine. The car used to belong to my niece till I got it. While she was driving the car it started to overheat. She pulled over let the car cool down added some water to it . Then she hop on the interstate started driving again , once again the car started over heating, instead of pulling over she kept driving trying to get to an exit. Well the car ran hot and then just shut off. I got the car from her a few weeks back . Here is what I have checked so far. The timing belt didnt not break, no oil in the water or water in the oil. Check and do have spark .Pulled the plugs out to make sure there was no water in the cylinders put the plugs back in tried to turn the car over. It was turning over but slowly , every now and then it acted like it wanted to start but never would. No it wont even try to crank by the key you can hear the starter engage but want kick it over. I manulay jump the starter and it would turn over but still the car will not start. Oh also getting plenty of fuel. Any idea;s on what i can check next to find out whats going on.
Thanks Brad

My guess is that the engine probably seized due to excessive overheating.

Either the rings are stuck to the cylinder wall, the the bearings are frozen to the crank, or both? Not sure what test you can do to verify. Hopefully someone else can give a suggestion.

You could try a compression test on each cylinder.
