Default 99 Accord - Speedometer reading does not match Vehicle Speed Sensor(VSS)

Noticed a couple years ago that my speedometer display was different than what was showing my passport 9500ix radar detector with gps. The passport speed did match speedometers in in other cars. Since purchase of scan tool, I can confirm that the Vehicle Speed Sensor(VSS) matches the passport, so it looks like the speedometer is wrong.
Below are some example speeds:
40 speedometer = 40 VSS
51 speedometer = 50 VSS
62 speedometer = 60 VSS
74 speedometer = 70 VSS
84 speedometer = 80 VSS
1. Does anyone with similar problem have solution to this?
Not really interested in changing out speedometer. The speedometer does not fluctuate erratically like some report, so may just need to assume it is within specs and let it go.
The VSS does match the passport detector and also the tomtom gps, so I don't think it is the VSS?
2. Is the odometer reading based on VSS or speedometer reading?
If based on speedometer than the odometer reading may be a little high?

You probably will have to live with it. The older generation Hondas commonly had speedometers with readings that were off like that.

There are threads on this forum and other forum regarding the same issue.

Here's an excerpt from a Honda service news regarding the speedometer and odometer.

The odometer reading on your year Accord should be accurate.
