Currently, is there still no power on terminal wire no. 7 (Wht/Grn wire) to the main relay?
Power via the Wht/Grn wire comes directly from under-hood Fuse No. 46 (15A) through a 16-P blue connector (located behind the glove box) to the main relay; and is Hot at all times.

Terminal no. 7 is where the Wht/Grn wire comes from under-hood Fuse No. 46 like I previously stated. Is there a Wht/Grn wire where you are checking terminal no. 7?
Terminal no. 4 (where the Blk/Yel wire is) provides power to the fuel pump (after the fuel pump relay is energized to close the fuel pump relay contact).
There are actually two relays in the main relay.

Honda's connector terminal numbering is based on whether the connector is male or female. The cavities (and wire terminals) in each connector are numbered starting from the upper left, looking at the male terminals from the terminal side (or looking at the female terminals from the wire side. Both views are in the same direction so the numbers are the same.) All actual cavities are numbered, even if they have no wire terminals in them.
See attached image of how the terminal numbering is. In addition, another image shows the main relay numbering and wire colors.
