Yes the 4cyl Accords (98-02) have a fast idle solenoid. If your idle is too low (rpm below ~600), it might've failed...I had one on a '99 LX go bad.
If your idle speed is too high after the engine has warmed up completely, look for a screw on the throttle body to adjust the idle lower.
As far as I know, there is no adjustment to the Fast Idle Control Valve. If idle is still too high, perhaps you have a leak allowing false air somewhere (check hoses on intake manifold).

thank for the reply. yeah, i did find the idle control on the throttle body and adjust it to the min and the lowest it can go is to 900 rmp. do you know what the normal idle rmp should be at?
I found the leak! It was throught the throttle body plate. Does anyone know if that plate is adjustable, meaning, is there a screw to make the plate close tighter?

There's usually some kind of stop at the throttle-cable drum. The purpose of that is only to prevent the throttle plate from getting wedged (stuck) in the throttle bore. If someone has used that to adjust idle rpm, you may have to undo their 'work'...
Clean out the throttle plate & bore. If it's all gunked up, maybe that's why someone wanted to adjust it??
