There probably is still some restriction.
1. Did you inspect and clean the EGR port in front of the injector base of the engine? This is mentioned in Step 15 of the service bulletin.
If you did clean that port, then post # 42 through #45 in this link may give you some more insight into why the trouble code is returning:
