accord will not start
i just tried the engine code thing, and it only had one of those blue plugs. i used a small paper clip, and it gave me the code "22" through the redSRS light.
on the link you gave me it said "Note* It has come to my attention that some 96 Accords have a service connector behind the ashtray" i have a 96 accord and i remover the ashtray and found a connector. it has many holes, and i dont know which ones to use.

That SRS code is for the passenger air bag and it is either (2-2, or 1-1) and will not cause your car not to start.
That 16-pin connector behind the ash tray will hook up to any OBD code reader to pull off more detailed codes (P#### is how they are reported). Since your car isn't running, you can't drive it to autozone to get the codes read for free. It isn't worth buying one, since a paperclip will also get the code for you.
As long as you shorted the blue two-pin connector and NOT the one with three wires, then you found the right connector.
If the check engine light didn't flash any codes, then there are likely no codes stored on the ECU. I can't remember what the check engine light does if no code is stored (either remains on, shuts off).

If the CEL did not blink any codes when you had the connector shorted, then there are likely no codes stored on the ECU. I was hoping that something obvious would come up.
Have you pulled a sparkplug and tested for adequate spark. Without this info, its hard to give you more detailed instructions.

You may have a fuel leak on one of the injectors at the top where injectors engage the fuel rail. Unless you lubed all the orings carefully, it's easy to displace the oring when you install fuel rail and have a leak. A leak will cause loss of fuel pressure and no-start. It may be necessary to remove the fuel rail and lube all the orings, and carefully re-engage fuel rail to injectors.
