Default Accord will occasionally not start

When going to start the car, it turns over (cranks) but will not start. Upon the 3rd or 4th try, all the emergency lights flash on and the brake pedal becomes stuck (i.e. will not depress), and then the car continues not to start. It only starts after waiting a little while and trying again. This has been happening occasionally over the past year, but has done it twice today already and is very random.

I checked the battery (new) and alternator, and i'm getting the proper voltages (13-14V off, 14-15V running). I also recently changed the spark plugs, so those are new.

Any help would be appreciated.

May want to get the car scan for any possible stored trouble code(s).
