Default Air Conditioning Issue

I poked around and was unable to find a thread that describes the issue I'm having. My air conditioning, no matter the outside temperature is blowing at 50 degrees through the vents...but it only blows at this temperature for a few seconds, then it blows regular outside air, then goes back to the 50 degree air and so on and so forth. The ac system is charged, I can't figure out what it could be.....any advice would be appreciated.

1998 Accord 4 cylinder, 5 speed. I apologize, I'm a bit rusty on the forum front.

when a/c is on is the compressor engaged?? do both fans come on ?? is there power at compressor wire?? do the easy thing first ,chk the fuses ,, how do you know that a/c is charged?? how much freon is in system ?

The compressor is engaging (both fans come on, and the clutch is visibly turning). I had a certified techician check the pressures, he said it's building pressures that are a little high on the high side line, but he said he had no idea why. The intermittent nature of the issue I'm having led me to believe it could be a blend door issue of sorts, so I figured I'd check some of the obvious things first. I looked at my heater control valve and noticed that it looked a little fatigued, so I inspected it further only to find that the arm that closes and opens the valve was all but corroded off the valve, I replaced it, and still have metiocre air conditioning...I can't really figure it out....and am not a fan of just replacing parts, but this one needed replacing anyhow.

get the pressure readings and put them here ,,

could be an issue with the expansion valve
