Default Alignment Question

I took my '91 Accord LX in to get an alignment. They told me that both my rear toe adjusters were frozen (rusted) and that they need to be replaced. What part needs to be replaced exactly? The only thing that I can find is a camber kit.

There is an eccentric bolt that goes thru the lower control arm, it probably is frozen from rust into the bushing; like if you live in the salted road zone [Yankee LOL]
Flat Rate pay for an Alignment does not include hours ofsoaking rusted parts with oil/penetrating fluid, or they may have rounded off the bolt head.
But they should have shown you the problem while the car was on the rack.

Isprayed the bolts with penetrating oil for a few days and was able to turn the them. I took the car back in to get it aligned and the shop said that they still were not able to adjust the wheelsdue to the adjusters being frozen. They could loosen the bolt but they couldn't get the wheels to move. They said one option was to heat themup with a torch. Are there any suggestions onother methods of freeing the frozen parts since I don't have a torch?
