Default Blinker issue

My 2000 Accord dx has 313k miles. I was driving the other day and out of no where my left turn signal started blinking at random paces, some times it's fast. Some times its just one blink. This is when I don't have the turn signal bar activated. When the car lights are off and I do use the turning signal to indicate left turn the whole dash unit blinks with it, I can even see the lights blink behind my AC buttons. It still makes the clicking noise when I use the blinker. Turning right works just fine, the issue occurs when I turn left or when I'm not using the signal at all.also when I turn my car on at night and flip the light on the left turn signal light stays lite, I have to activate my emergency flashers to over ride it and it will start flashing like normal and go off. But it will still flash randomly while driving

Just to be clear on the issue. Do all the turn signal bulbs blink properly when you turn on the hazard switch?

Yes my hazards work perfectly fine , they blink at a steady pace and I hear the clicking. I usually have to use the hazards to get the left signal to go off or start working properly if that makes any sense
