Is the ECU the original F23, or is it the H22?

You said the starter does nothing when you go to start the car. You also said you are getting power to the starter. Are you getting 12V to the small wire going to the starter when you turn the key to start the car?

Can you turn the crank by hand? You would use a 19mm deep socket and turn the engine counterclockwise.

So you have part of the engine harness thats not connected to the chassis harness? And you are using the harness that came with the H22? Because you said you extended your harness but then you said you said there is a connector on the h22 harness that doesn't work.

yes the harness for the h22 hase a 7 wire connector and a 12 wire connector the 12 wire plugs in to the chassis harness and all the wires are right for it but the 7 wire connector dose not match up and on the chassi harness connector it hase 12 wires in it and only 3 colors match up and the 3 wires that match up are hot when i tern key on and so are the ones on the chassi harness?
