Default cold idle issues

curious i have a friend who doesnt have internet and wanted to know if i could help him find a answerfor his idle issues. so ehre goes,

when he starts the car up cold the idling goes up and down like taking the volume on a radio from like volume 5 up to volume 20 and then back dwon to 5 and back up to 20 or like 800-1000 revs to like around 2000 revs and repeats this process for couple minutes till warm and sometimes even does it then but rarely. i looked at other threads on this forum but wasnt sure if those were the same problem i was having with my friends car. all help is most appreciated i thought maybe tpms sensor, kinda like a top dead center issue or vaccuum issue? unsure please help

It sounds like the fast idle thermo valve (FITV) problem. There is a writeup about in the DIY section.

The other possibility is there is air trapped in the coolant. Was the coolant changed recently?
