D4 light on, no start
Since you can't upload the video, have an assistant try to start the car while you are at the engine bay. Verify the whizzing sound is coming from the starter motor.
I'll guess the sound is from the starter motor, disconnect the battery, remove the starter motor, then try to free up the bendix with WD-40 then some oil. I'll guess that the bendix gear is stuck since the car sat for a very long time.

That's a video of the old starter before I pulled it out. I put jumper cables on the battery because it didn't have enough charge on it. The battery is new. I put a new starter in and it started to crank. Then it went back to making that whizzing sound.
