D4 light on, no start

I got it all back together today and tried to start it. It sounds like it wants to start but it's making a whizzing noise and won't start. Now what? Any ideas?

Is the whizzing sound the starter electric motor spinning when you turn the key to start? Is the starter motor not engaging in engine to spin the engine?

There may be a file size limit or your video is in a format that isn't recognized.

Since you can't upload the video, have an assistant try to start the car while you are at the engine bay. Verify the whizzing sound is coming from the starter motor.

I'll guess the sound is from the starter motor, disconnect the battery, remove the starter motor, then try to free up the bendix with WD-40 then some oil. I'll guess that the bendix gear is stuck since the car sat for a very long time.

That's a video of the old starter before I pulled it out. I put jumper cables on the battery because it didn't have enough charge on it. The battery is new. I put a new starter in and it started to crank. Then it went back to making that whizzing sound.
