Dead key fob, Live remote start key
My key fob no longer functions at all, nor does my spare fob (which I've never used). About the same time the fob died my Viper remote start stopped working correctly. It starts the car but also starts the panic alarm (continuous beeping). The battery in the remote start key gave out a couple of years ago but I can still use it if I plug it in.
Installed new car battery and starter this past week.

Did you replace the battery in the fob? You didn't mention this in your post, so just want to cover the simple stuff.
A malfunctioning aftermarket alarm system can cause all kinds of strange symptoms. I'm not familiar with the specifics of the Viper alarm system, but is there a way to disable/bypass the alarm on the Viper control unit?

I didn't replace the fob battery. I thought that if the spare fob didn't work (the one I never used) then it probably wasn't the fob battery.
And the problem with the fob and the remote start started about a month before I replaced the car battery and starter.
I'll see if I can find a fob battery.

The unused fob battery can slowly drain over time, so try the batteries first, because they are cheap, simple, and quick to replace. No need to go down a rabbit hole if the fob batteries are the issue.
Replacing the key fob batteries is all it took to get them working again and I found a youtube video that showed how to fix the Viper remote start key fob. There's a loose fitting plug that can fall out of its jack if the fob is dropped or gets any kind of solid hit.
