ECM PCM replacement on 1999 Honda Accord LX

Default ECM PCM replacement on 1999 Honda Accord LX

I recently purchased a used PCM ECM module from eBay. The number on the top of the sticker (37820-PAA-L73) is consistent with my current ECM on my 1999 Honda Accord LX 4cyl, but the car won't even start with this item. When I replace my old ECM back, the car starts.

Perhaps there's something I can do to make this item work. Maybe there is different electronic codes for different cars even though the model is the same? Maybe there is a way to reset that code. Maybe the product itself is simply defective? I thought all I had to do was simply replace the item.

redbull nailed it, 98+ had immobilzers. So without reprogramming the ECM will only work in the car it came out of.
