Default Fluctuating RPMs

I have a 94 EX 2.2L w/ manual trans, and latley when i start my car the RPMs will be running at 2000 but as soon as i hit the acceleator pedal they fall back to 750 and then fluctuate from 750 to 2000 until normal operating temp. Im thinking it could be a vaccum leak. Any ideas? Thanks!

Be sure you are full of coolant and block burped thru the 12m bleed screw at the T-stat housing.
2nd would be to open the top of the FITV and turn the nylon 'split screw' in a couple turns or until no air by passes when the engine is warmed up.

on top of those suggestion,, make sure that there are no vacc leaks, chk to see if the adjustment screw has backed out , turn the screw in see if that helps
