That's weird. My TCU was under the carpet on the passenger floorboard.
After you pull up the carpet, there are four 10mm hex nuts you remove. Then you disconnect the TCU at the bottom and swing the whole plate around to get the TCU off the underside.
That box up there to the left of the steering wheel, is it the Cruise Control electronics? I had to move that to the side to access the main relay, but I don't recall what function it served.
