Default Headlight Adjustment

For those of you that have adjusted the headlights on a 94-97 accord can you please tell me what tool you used. Im pretty sure I found where to adjust them (Gear looking thing in white casing) but it does not move at all. The horizontal adjustment I still cannot find. Right now here it what my headlights look like. And for those of you that notice the hood.... Please ignore the bird poop.... Birds went to town on it today..

I've had a 98 Accord, and other cars with those gear things for headlight adjustment. I've used a phillips screwdriver (try different sizes of screwdriver). The screwdriver acts like the pinion gear if you poke it into the proper position.

Ya I tried with a philips and its a really long one. Cant fit the shorter ones down that far without them hitting something. Guessing I have to use a thicker philips.

Turn the philips head screw with the properly sized screw driver. You may need to spray them with some WD-40 or PB Blaster.

Are you headlights securely bolted to the radiator support/bumper? If there is a lot of movement, this adjustment may not be noticeable.
