One of the valves/controls is stuck so it's contstantly runing air through the heater core....... I'm not sure where the items to check are, can you still change the direction of the air by the selector buttons? I'd also check your fuses to make sure that it's not fused in a weird way to cut off the controls....

How about the air dampers that direct air towards floor/vent/defrost? If all the connections are OK at the control head, what about connections at those dampers? Are they positioned by cables? Motors? Vacuum? Check for those being unplugged.

Maybe the actual water valve that controls hot water flow through the heater core is motorized? Look for that & check it out.
