HIDs cutting off and on?

HIDs cutting off and on?
I installed my HIDs today and noticed that they have been cutting off. I am using the stock 20amp fuse in my 1999 Accord V6. What could the problem be? The fuse or the ballast? I checked the connections and everything is secure.
