Honda Accord 96 OBD help the scan tool says it has no power
i hope there is someone who can help me
i have a 96 honda accord 4cylinder
i took it to the emissions pass everything but it didnt pass because the guy told me it doesnt connect that it could be a fuse
so replaced the fuse for the back up/radio/accesory which a mechanic told me to do so before i took it to the emissions i took it to autozone. the guy working at autozone still told me that it doesnt connect
what can i do to fix it myslf or should i take it to a mechanic? do you think the obd connector is broken ? anything would help thanks

Was the fuse the 7.5 amp backup/radio fuse in the engine bay fuse box, or was this the 15 amp fuse for the radio/cigarette lighter?
Do you have a volt meter? Do you know how to use them? You may have to do some electrical testing to figure out the problem.
Is there an alarm system, remote starter, or aftermarket radio installed?

There is a 15 amp fuse for the ECU that I think is in the fuse box inside of the car that you should check.
A digital volt meter is around $10-20 at most discount stores. All you really need is to test for voltage and continuity (resistance).

In the under-hood fuse box, check the number 36 (15A) fuse. It protects the radio, cigarette lighter, and the Data Link Connector (DLC); power runs through that fuse to the DLC. The DLC is the OBD-II port.
In addition, check that ground G101 (located on intake manifold) is clean and tight. The OBD-II connector uses that ground.
