Default Honda accord A/C Speed issue

Hi
I have Honda Accord, 1999, 2.0ltr saloon 4 door, automatic.
My AIR-CON is blowing right amount of cold air, but not with speed hence my car is not getting cold enough during hot weather.
I have 4 speed control fan, on 4 I am getting very slow blow of cold air, Air-con is recharged recently with no leaks..

what should I look now to get the full speed of my fan back?

Please help

Well first .....
Can you hear the fan change speeds?
Have the filters ever been changed?

Yes, I can hear fan changing spped.
Are you talking about cabin air filter? I don't think so it ever change, I had it for 2 years now, I never done that...is there any link which I can follow to do it my self?

The word "saloon" tells me you're in the UK??

Different car vs. our USA Accord, but on ours, the cabin air filter is forward of the glovebox. It's a bit of a pain to remove the glovebox, and there's a stamped steel bar across that has to be removed also. Then the cabin air filter is inside a tray that simply un-clips and slides out from the air duct.

But I really have no idea how they re-arrange things when the steering wheel is on the right.

is it the same when you have the recirculate button pressed and when you do not have it pressed?

First of all many thanks for your help.
I think cabin air filter is at the same location under glove box, I checked some articles on web, but I would really want a video tutorial, if possible.. This is first time I am doing this stuff, so thanks for your help.

Now when I have recirculate pressed it makes noise like a jet but no differance in fan speed and came back to normal when I have it unpressed?

Is there any possibility that I might have Short circuit motor? which is running on 2/3 speed hence not running at full power? leaned from article?
